RACOCs CACOCs ForumsThe National Strategic Framework highlights the importance of PLHIV being involved in decision making. Regional councils, via the RACOC coordinator are required to play a key role in supporting that representation.
This framework allows you to:
• Get feedback from PLHIV that are organized.

• Hear from a group of people that properly representative of their support groups.
• Get help implementing new projects and programs on the ground.
• Gain valuable data to contribute to the SPM data reporting form.
• Improve the coordination of HIV services in the region.

The regional representative framework is an example of a functioning system for grass roots and community input to regional, and ultimately national discussions. The structure is still evolving and welcomes the input of other regional stakeholders, particularly from the private sector.
The opportunity for the HIV response to be properly guided, planned and monitored by PLHIV exists through this framework. Further information should be sort from Tonata (see back for contact details).
Why representation at RACOCs and CACOs. Globally, the SADC region has the highest number of people living with HIV and AIDS (PLHIV), yet their voices are seldom heard in the decision-making process. The meaningful involvement of PLHIV is a widely acknowledged global principle.
PLHIV should be at the heart of how resources are used, however, this is often not the case. In Namibia the representation of PLHIV in program design and decision making process is highly recommended in government documents.
In recognition of this, Tonata PLHIV network with collaboration of regional councils have established support group forums both at regional and constituency level in the following regions Ohangwena, Omusati, Oshikoto and Oshana. Once your group is recognized you are likely to be asked about your opinions on many subjects, including the development of new projects.
